why didn't know they could put so many in under 1k. Okay thennnn...
One warlord commissar
One pcs with three meltas, two infantry squads, two hw teams with las.cannon outfits
One Pcs with three snipers, two infantry squads, two hw teams with heavy bolter and missle launchers.
One LR Battle tank with lascannon front weapon, no sponsons.
One devil dog.
I think that might cover it.

i play eldar+IG and things that annoy me are:
armor 14 (leman russ)
ap 4
lots of shots
take heavy bolter weapons team as i always hate space marines with these.
in general just try to pack as much infantry squads in as poss, order them with first rank+second rank and you should do fine.
Abuse their weak frail bodys

I don't know about a Lord Commissar instead of a CCS, orders are a big help, for example I've found Fire On My Target! can help your heavy bolters cut down the 4+ save Eldar if they are in cover, and Bring It Down is always useful. Personally, I haven't used snipers enough in 6th to judge them fully, but I'm not sure if they're worth it. That PCS with meltas and no real way to get in range with them will likely just die. Lascannon on a LRBT, I personally do not like it. Drop it, keep the HB. Not much is going to be more than a 4+ save, and with the buff to blast weapons against vehicles the LRBT can deal with those warwalkers. You have lascannons in HWSs to help deal with the Wraithlord. Devil Dog, I'm not sure how much it's needed against this list. Maybe to help deal with the wraithlord, but...There might be better ways to deal with it. I'll give this more thought in the morning, it's currently quarter to two in the morning. Although by the time I get back, Kras would have likely swung by and made the perfect list for you.

Okay.. looking at the eldar list I see no transports, no eldar tanks and a fair amount of infantry.
I also see that the Fire Dragons are the main anti-tank.. with the various S6 cannons filling the middle weight tank hunting role (by which I mean Chimera and Valkyrie).
Main tactic will be Out Range them, though secondary tactic would be Out Manouvere them.
This depends on the models you have to choose from but if you some LRBT (battlecannon + all heavy bolters) then just blast away until the eldar are nought but a heap of smouldering bullet ridden xenos corpses!... add some small blobs with autocannons on the flanks and maybe a heavy team or two with auto cannons to take out the walkers and wraithlord.
I imagine the walkers will be outflanking, so have a couple of buffer units (those blobs with auto cannons) in place which can tarpit the thing.. a commissar with a powerfist might be handy in these units.
you can possibly afford some mortar squads to sit behind the wall of AV14, they will cause mayhem to his squads.
and if you have the models, you can always get an aegeis defence line instaed of the autocannon heavy teams, just purchase the quad gun and blast his wraithlord to smeg.
Secondary tactic would rely on flyers delivering the punch, valkyries with their blast templates wil hurt but the S6 weapons out there will take them down quickly if you haven't silenced them first. .
since the drop chute rule is a bit unclear at the moment its hard to know what to suggest, as the transported units could potentially ruin the S6 weapon bearers day leaving your Valks free to fire away.
I don't think chimera will work that well unless you have a lot of them, like 5 or more and I'd put CCS and Vets with plasma in them
anyways... hope that helps.

From what tread was saying, there are pretty much no vehicles there. Well, nothing particularly high armoured anyways. Lots of deliciously squishy infantry though and I can't help think that this looks like a job for one of my all time favorite IG units: the hellhound.
If it were me fighting that I'd get the usual plasma death CCS (preferably in a chimera to keep these guys alive to annihilate whatever they come into contact with), a leman Russ exterminator to put down those walkers as well as put a few wounds on the wraithlord (plus if you kit it with bolter sponsons it'll eat infantry too) a pair of hellhounds if you can find the points, and a nice smattering of guardsmen (flamers are pretty nice against Eldar). If you have the points for it i'd say go for a missile launcher HWS as it's good at putting out high strength shots as well as the frag option being decent anti-infantry.

What will be really handy would be a list of what you have to choose from, this way we won't be making suggestions you can't field because you don't have the models.
In the 500 point list, the Singign Spear is the only thing capable of hurting AV 14, unless he outflanks and shoots its rear armour with the walker.
Get a Russ, bubblewrap it in guard and go blow stuff up!

Have you considered mortars? You can hide them so he canĀ“t fire at them due to his lack of mobility but you can still fire at him.
