Can a unit assault from a Fast, Open-topped Transport vehicle that has moved at Cruising Speed in its movement phase?
Also, can the occupants fire their weapons at full BS, assuming they are not carrying any heavy weapons?

AFAIK. Nothing can assault out of a vehicle this edition..
Except if it has assault ramp or something equal..

I thought that open-topped vehicles were classed as assault vehicles in 6th; I just can't find what the restrictions on assaulting after Cruising Speed are, as I know that the Landraider can allow it.

Ok, from what I've just read....
BRB Pg 79, Disembarking, A unit which begins its movement phase embarked upon a vehicle can disembark either before or after the vehicle has moved, so long as the vehicle has not moved more than 6"
So fast vehicles cannot use their normal 12" combat speed move or their flat out moves in this instance without forfeiting its embarked troops chance to disembark and assault
However..... remember that troops can now disembark from transports up to 6" away from the access points and also assault if its opentopped and/or has the Assault Vehicle USR
Thats my understanding of it.....probably wrong tho! haha

If that is the case for the 6" movement limitation, how do Space Marine players use the ubiquitous "Terminators-Landraider-Cruising Speed-Disembark-Assault" move?

Page 82 main rule book.
Open topped Vehicles:
Passengers charging from Open-topped transport Acting as an ideal attack platform, all open-topped transports are assault vehicles.
Page. 33. Assault vehicle
Passengers disembarking from access points on a vehicles with this special rule can charge on the turn they do so, even on a turn the vehicle was destroyed.

If it Moves 12", they can't disembark at all. Pg. 79 is very clear on this.
Tell them to stop playing 5th and read their 6th Ed Rulebooks properly.

Ah, so it was possible in 5th edition? I do recall Landraiders at cruising speed giving Marines a potential charge range of up to 20".

Yep, 5th Ed was Move 12", Disembark 2"+width of Base, Assault 6", for a total Assault Range of ~21".
6th is Move 6", Disembark 6" (including width of Base), Charge 2d6", which gives a potential Assault Range of 24", but only a reliable Assault Range of about 16".

Yeah, and with open topped vehicles theres no access point, so its measured anywhere on the hull. so move 6" then 6" from the furthest point on the hull, then charge.
