The rules for the Cyclops state:
The Cyclops is a remote controlled demolition charge. It may move to within 1” of an enemy model in the Movement phase. In the Imperial Guard Shooting phase place the template centred on the Cyclops. Do not roll for scatter. Anything under the template is hit as normal.
As the Flat Out move now takes place in the shooting phase, how would you interpret the above: could the Cyclops move Flat Out and then detonate in the same shooting phase as it is not firing any weapons?

Having not read the rules yet I would say this - If the flat out move replaces shooting in any other units then it can do one or the other.

MOVING IN THE SHOOTING PHASE Instead of shooting with a unit in the shooting phase, you can choose to move it. Consult the chart below to see how far. Remember that units with the Fleet special rule (see page 35) can re-roll one or more dice when running and vehicles cannot use their smoke launchers (see page 87) on the turn they move Flat Out

IMO the "detonate" is a shooting attack, so it would be either flat out move or explode..
But seeing as the Cyclops is a one of type of unit in 40K, it is a good question, and you should write forgeworld or call them and ask.. Did that with my Plague Hulk and my Blight Drone and they where very helpful..

it is indeed move or shoot not both. detonating the cyclops is done in the shooting phase. therefore it counts of course as a shooting attack.
You can't move and shoot in the shooting phase at the same time, it is either one of them.
