With the new rules for the Leman Russ I'm tempted to stick a Heavy Stubber on an Exterminator or Eradicator, but are they or Storm Bolters on Chimeras, Hellhounds etc, actually worth it?

I dont think they would be worth it on the Chimera, i dont run Hellhounds so i wouldnt know about them. I ve never really been that upset at losing a multilaser or heavy flamer from my chimera anyway.

The Storm Bolter is never worth it compared to the Stubber.
I find I tend to use my Chimerae more often against light Armour than Infantry, so I usually go for Hunter-Killers as my upgrade there, but if you are firing them at Infantry often, the Stubber's a decent buy.
I almost never run an Exterminator without one.

I opted for Stubber with my Eradicator simply because of the range synergy and extra shots on infantry for cheap (cheaper than sponsons, anyway) and it seemed like a good idea. Especially as taking an Eradicator in the first place would only ever be against lightly armoured mass armies like Tau (those bloody Kroot) and Dark Eldar or something.
While I don't have as much experience as WestRider, I came to the same conclusion on my own, that the Storm Bolter seemed worthless on a Russ chassis for ranged fire support. I would say though that it might (given the points to spare) be worth it on a assaulting Chimera with a HF, for example.

The Storm Bolter and the Stubber cost exactly the same, and the Stubber gets an extra shot at the same Strength with an extra foot of Range. All it gives up in exchange is AP5. In the absolute best case scenario for the Storm Bolter, it's average performance equals the Stubber's, but the Stubber still has better range, potential, and reliability.
