I'm a returning IG player and i'm curious as what to do. I used to use a stealth/mobile army to out maneuver my opponent(generally was a heavily armed SM army) but with the new editions out i'm starting to think i should go more towards a heavy firepower list. what would be the best bet?

I'm genuinely curious, how can you play stealthily when all the troops are laid out on a table? Or do you mean taking advantage of the Stealth special rule?

There are also rules like Outflank, Infiltrate, Deep Strike, and characters such as Marbo and Creed that a player could make use of. I play a DKoK army however and we have none of these options so I'm not the best person to advise on how to use them!

What about the hades, stealth attack from below...
I personally think the straight out fire power is the way to go, but that's just because I haven't had any luck with anything else.

Stealth isn't the best word. it's more of a light hit and run ambush army. the person who a played against had a very strong army and it was assault, so i tried to counter it using speed and isolating his termies. This was 3rd edition i think

40K does not do subtle or clever tactics very well. Stick to brute force.

I wouldn't agree. Normally IG is a shooting army, but the 6th edition with the new rules for cover and fortifications might give us some advantage over the assaulting armies. I.e. you could always take 2-3 aegis defense lines with hydra guns put the veterans inside with cammo cloaks and get the best from cover saves. Use the ruins to put the squads with lasscannons/autocannons. Hit the ground if you get shoot at. Get them in the fight back with company command squads. Use Creed to outflank your tanks, Al Raheem to outflank your infantry. Use Marbo to disrupt enemy plans while attacking his devastator/support units. Stormtroopers with melta to destroy vehicles.
You see there is a variety of options, you have just to see which option suites you most.

That's not stealth, that's static defenses. The order system sacrifices a turn of shooting, so generally isn't worth it when facing an enemy about to be on top of you.
Mobile forces beat static forces.

Also, you can usually only take one Aegis Line. You can't get a second Fortification until you're playing at 2K or above, and that's pretty rare from what I see.
