Are necrons fearless?
I.e. if i shoot a unit would they have to take a test for losing 25%, also would they have to take pinning tests?

Necrons do not have a universal fearless rule but they ALL have LD10. They do take leadership tests and pinning tests.
C'tan Shards, Triarch Praetorians and all Canoptek robots are fearless.

I am going to try a psyker battle squad and try and use weaken resolve to help make them stay away
As they are effectively automated things then I figured they would t run

Well a unit of 20 Necron warriors (260pts) 404ing for a whole battle due to wizardry is going to anger even the most decayed of logic circuits. Your Psyker scum should be wary for Canoptek Wraiths and large gauss templates.

None, my bad, I was thinking of the particle whip, on the Monolith, right next to 4 gauss flux arcs. Still, you will need cover against Necrons.
