I would like to do an imperial guard sniper is this possible?

Yeah, if you collect Catachans or Cadians, there are bits in their command squad sets that let you build snipers. There are also old Catachan metal snipers--although they are horrible. There's also a metal sniper in the Last Chancer's set. I think Vostroyans have a metal sniper as well. Or, you could always build/convert one out of bits to make a unique model of your own... Here are the ones I made years ago before the plastics were available because I didn't like the metal Catachan snipers:

There's a spare sniper rifle in the sm scout box (which will be reboxed and repriced soon btw) and that's compatible with all the plastic guard sets.

Trooper you need to send those snipers to me, they look awesome. Thank you, Foster! They were easy to make, back in the day when Vindicare Exitus rifles could be easily obtained. It's just those, Catachan plastic arms, two old metal Catachan missile launcher guys, a plastic Catachan HW team guy, a backpack from Necromunda--I think it was from an Orlock heavy--and green stuff.

You can pretty much make snipers using the Company command squad and some spare bits from other units. I do wonder if you can still purchase weapon bits from GW online.

Theres Cadian, Catachan, and Vostroyan blisters, but the models are all metal so be warned. They don't look to horrible, just metal so you can't convert/model them as easily, and they're kind of expensive for two or three.
