partial hit / rough rider questions

These are unrelated questions, sorry if the title deceived you.

When you fire blast marker weapon like frag missile, mortar, ordnance etc. you roll 4's for partials. I've been away from the game and have come back to a new edition. It seems to me everyone I play has a different idea what that means. To me it would be any base under the blast is rolled for, even if the partial is minimal, barely over the base. Some have said over half the base or more is fairer. As you can tell I find games all over the place but no where near a shop or hobby place that can give me a real ruling on this so whats the deal?

I ramble on. Apologies. Now for the IG rough riders questions. I take them with hunting lances. The codex says you can take hunting lances replacing the laspistol OR the close combat weapon. If you take the laspistol and lance can you shoot and use it as an additional close combat weapon? Or is it a choice of extra attack in future turns of combat with the cc weapon or laspistol that lets you shoot but no extra attacks?

Also I understand that on the first combat turn they have they must use the lances and not get their additional attack from a close combat weapon. Does this mean that if you charge you don't get the charging attacks? If you do is it with the hunting lance also? (for instance a unit of 5 charge get 10 hunting lance attacks). Add onto that what if you have a veteran sergeant with his extra attack. Same questions applies. Does he get that extra attack and is it with the lance? What if you upgraded him with armoury close combat stuff (sorry no codex to remind me of what I was thinking before, power something probably).

I'm sure my million questions are all stupid but I trust you guys are more than capable of helping a noob in need. Even if its by reacting like a commissar to my weak leadership

Any model TOUCHED by the template but not totally covered gets rolled as a partial and is hit on a 4+

Guys in my group usually go 75% covered is a hit, the rest is partial.

IG rough riders can, indeed, replace EITHER their laspistol or CCW with a lance. The first time you assault with them you MUST use the lance and CANNOT use any other weapon that turn and the lance CANNOT be used again.

The lance counts as a S5 power-weapon Assault 1 attack. After the lance attack you're stuck with either a single CCW or a laspistol.

So there is no reason to take the close combat weapon other than fluff? I mean the pistol is used as an attack in combat exactly the same as the weapon but can also shoot prior to a charge sometimes. Correct?

I'm also a bit confused on the lance. I understand its one time use in the first attack of the game. I also appreciate an additional close combat weapon cannot be used, whether it be a pistol or power weapon etc. I'm still a bit confused as to what happens when you charge and the vet sergeants extra attack.

Say I charge the enemy with 5 rough riders with hunting lances. Additionally one of the rough riders is upgraded to a vet sergeant. Does that mean I get 11 attacks using the hunting lances S5 etc, charging bonus and veterans attack, 6 attacks using the hunting lances because of the veterans extra attack or just 5 for having 5 lances?

My confusion comes from the hunting lance saying I don't get the use of the additional close combat weapon a rough rider is equipped with but does that include additional attacks from the vets profile and the charging attacks that add onto their profiles? If the hunting lance is seen as 1 time use so only has 5 attacks in my example, what happens to these additional attacks?

-Yes, a pistol may always fire before an assault, but may not fire twice. You can either take two shots OR take one shot and assault. so taking a CCW is just for fancy.

-If the Vet. Sgt attacks with a lance, he may not attack with any other weapon, regardless of what they are. However, if the Vet. Sgt. does NOT have a lance, he may take all of his normal attacks, as may anyone else in the squad without a lance.

-You only get one attack per lance, per game, no matter what. After the lances have been used, the Vet Sgt. and all other models get their normal attacks. They ignore the +1 for two one-handed weapons, as they have already used their lances, and have only one weapon remaining.

-The additional attacks you have in your arsenal while lances are still present are completely ignored IF THE MODEL IS STILL CARRYING A LANCE. If you have a squad of 10, and only 5 have lances, those 5 must their attack with lances. The remaining 5 may make normal attacks indicated in their profile. Once the lance has been used, you may make normal attacks with pistols, power weapons, etc.
