All units of the army that are trained to fight on foot. This would include Troops, conscripts, Ogryn, Vet squads, storm troopers,
Armor fist squads would be included as mobile infantry
Heavy weapon squads are classified as Artillery Rough Riders would be calvary
Tanks are mechanized

check the doctrine section. it'll be an inset blurb about what counts as "IG infantry" for doctrines.

From reading my codex I don't see it saying anywhere that HWT's /HWS's cannot take carapace armour, or any other doctrines.
I thought that as HWT's/HWS's fought on foot they would be classified as "infantry", but i am not completely sure.

do not forget that the HWT/HWS are made up of guardsmen. they aren't pulled fro a special stock of guard. They are guardsmen and guardsmen are classified as infentry unless otherwise specified in the codex.

It's what it says in the codex.
Plus, I dont see why they wouldn't be affected by regimental doctrines.

I belive it to be wrong, that is my opinion, not a fact.
They would be, All Commissars are supposed to get to know the men, but stay distant from them and not get attached, so as be able to excecute them, should the time come.

Fluff wise it can make some sense that advisors wouldn't be affected. However if you live by the written word in the codex it does say quite clearly in the doctrines infantry definition that they are affected. Guess that means its your call if you want them to use it since I can't think of a good reason you would not give the doctrine to the advisors in a squad that has the doctrine to gain an advantage.
