Well...
Whats does the terrain have a chance of lookin like? Lots of buildings? forests? hills? trees? Open fields? rivers? roads?
ANd i honestly am a newb, I have yet to ever use rough riders. But i have a better than 60 percent win retio so who knows...maybe i can help.
Whats the typical tactics of your chaotic friends? Do they understand your str? and your weaknesses?
Whenever I am playing with my friends, even though its always the same friends, I constantly ask myself those questions. Whats the terrain going to look like, how do they play, how well do they know MY army. Once you can answer those I usualy start to assign missions for each squad or unit. Based on what I think he/she expects me to do, or he/she knows what can or cant be done by my units.

All I can say is with an IG army find some cover. otherwise the Chaos players will be removing a squad every shooting phase. Other than than you may want to consider some Inderect fire weapons for future fights. Also hit the fast stuff first, them more turns he spends walking the better. Thats all I've got.

Ive got to echo that, if he fields anything faster than you, especially raptors or what not...take those out as quick as possible, eliminate his mobility, and that game will suddenly even out, and of course do all you can to prevent melee.
I dont know how ull be set up, but if the urban area ends up the battlefield use your vehicles for cover as u move up, block roads and lines of sight with your powerful front arc armor on the lemuns. See if you cant steer him wher eu want him to go, setup one or two squads and your supprts options and tempt him into their fire arc and LOS with another squad...
are you playing just like annihilation or a take and hold? thats another key questions i forgot ot ask?

Okay... specific tips from something of a veteran here.
1. Your Russes are to be optimised for anti-tank or anti-infantry. that means either a hull lascannon or sponson heavy bolters.
2. Since the enemy appears to lack too much transport capacity, they are probably going to deepstrike. To counter this I'd recommend you swap out one of your leman russes for the demolisher varient. This will provide you a great deal of anti-terminator firepower. Another option is to use two special weapons squads with demo charges.Cheap, effective, and tey won't take up a heavy support slot. (there are no real models for the demo charge, so just use a pair of grenade-throwing cadians)
3. Blow that rhino into merry oblivion at the first opprtunity, it might take some of its occupants with it and at least it'll slow up their advance
Drop Yarrik. He's cool but the fluff is not with using the old man at this interval (he's supposed to be hunting orkses or some such) take Creed or gaunt if you want a special charecter. Creed in particular is a very cost effective option.
Make sure all your officers have power swords
If your gonna use rough riders then you need a full squad of them. With a veteran with a power sword.
Stormtrooper sargents can't use powerfists
