My friend plays Eldar and really loves using Scatter Lasers on his vehicles, walkers, and whatever else he can equip with them, how might I get around this considering their S6 Ap 5 and now have a lock on ability which allows re-rolls? Just a little stuck and would appreciate the help.

Well, first, make sure he's playing them right. They're only AP6, for one thing. Also remember that Scatter Lasers can't Twin-Link themselves*, and that they only Twin-Link shots from the same Model, so they won't help Guardians, and he'll need to roll separately for each Vehicle in a Squadron.
Other than that, it just comes down to kill whatever has a Scatter Laser. There's no rule in the Game that will take away that ability or otherwise shut them down.
*But Scatter Lasers on Wave Serpents are Twin-Linked anyhow.

yep - where the scatter lasers are evil are on things like the Crimson Hunter Exarch, where the scatter lasers can get him re-rolls for the bright lance, or say a wraithlord that has similar set-up.
Even without the re-rolls the high number of S6 is always the issue when fighting eldar.
play with AV14 and LOS blocking terrain to cover their weaker sides / rear and also use more blobs to soak the shots... chimeras and veterans will struggle, and our flyers will hurt if he has any crismon's.

Crimson Hunter Exarch can't take Scatter Lasers. His options are either Bright Lances or Star Cannon to accompany the Pulse (not Scatter) Laser.
