Just orderer the tank commissar from forgeworld. Planning on putting him on a punisher i just bought But i am getting anxious now is he compatible with normal gw leman russ ? Also never painted fw rasin before. Any tips ?

I personally have never worked with the model but a guy at my shop uses him as his pask and he seems to fit. I don't know if he had to do any fitting for him but I would imagine not. They typically make them to be compatible. I'll ask him next time I see him for you.

If you leave the block of resin attached to the model you can place him in an open hatch without any trouble (leman russ & stormsword atleast)
When working with FW kits/resin it's important to wash the model before priming it, the release agent used in the mold will cause primer to flake off.
Just let it soak in some warm water with some dishsoap for an hour or so: and rinse him off using a toothbrush and some running water. Just make sure the water isnt to hot or it will cause the resin to go soft, if you can comfortably keep your hand in the water you should be good.

there are are also rules for thee commissar tank in the imperial armour volume 1 second edition. Im pretty sure that its a HQ or elite choice for guard armys.

You can get tank commissars in the elite slot if you use the armoured company list. Some of the FW superheavies have a rule that lets you add a "commissariat" crew, giving all units within 10"(?) of the tank ld10. And you can cram a lot of infantry in a 10" bubble measured from the hull of a baneblade variant

Well i bought it just because i like the look. I will run him like a commander. No club i ever played allows fw rules. And i think that buying imperial armor books would be expensive in any case

Buying the current IA:1 book wouldn't be a great idea tbh. The rules are written for older editions and most of the updates are still for 6th. It is a great book if you like IG tanks though: lots of cool artwork and fluff.
My local gaming group is generally ok with FW: most FW units are simply more expensive (points & money wise) alternatives for GW models. They do add a lot of cool to the table/game though. And honestly with the new formations and Superheavies that GW is adding.. the FW stuff that was considered to be 'Over powered' is now on par with the stuff that you can 'legally' put in an army using only GW rules.

Well game and point wise I would be inclined to agree. Money wise though the cost is significantly greater. I suppose that it varies in each country but given the variations in average wages and cost of life fw can seem like a huge luxury to some (well gw is really expensive by my standard but you can get by, by using second hand models and even find discounts of up to 20% on new models). So in my country I have seen people using fw only once and the reaction of most other players in neighboring tables ranged from jealousy to indignation. Another issue is that the only way to obtain fw is through the website so if there is any issue with capital controls in foreign transactions where you live... well lets just say a pulled a favor to get someone to order that model for me. All that does not mean that I advocate recasters, I most certainly do not and I find it objectionable on many levels
