My buddy Ant is a heavy Ork player, with roughly 8k of Greenskins. Though, he has a chronic lack of Stormboyz, and is looking at how to convert some. If anyone has a method (I'm looking at you Tread), I would be very grateful if anyone could share
A buddy of mine plays orks and he used a bunch of missiles to convert some extra stormboys to fill out his squads: the old (real old) hunter killer missiles, cut down manticore missiles, some leftover bombs from the ork flyers etc. It might not be the cheapest option unless you can find people to donate the bits, but it looks pretty good because all the parts have details already.
Perhaps he can buy some cheap round pencils: sharpen them, cut to size, stick on a few cardboard/plasticcard fins? Or the same thing with wooden dowels and a belt sander?
Even cheaper but a lot more work: you can probably find a papercraft model for a rocket online and shorten it/scale it down a little? The easiest would be those cartoony bottle-rockets (might even work for Orks) but a quick peek at google showed an impressive range of paper rockets.

Old style storm boyz were just an Ork boy sprue with metal jump pack parts. So once you figure out what to use for your cheap packs you can just bung them on the back of boyz, if you want. If you are well kunning you could even set it up so the packs are removable so they can be used as extra boyz when you don't want to field Stormboyz.
