Since BattleScribe has updated, I made a new list for my 1st and 10th.
This uses C:SM for reduced points values, access to relics, and access to the Lieutenant. It doesn't use any chapter tactics, that feels cheesy; that said, the only thing I draw explicitly from the Index for BA are the librarian's Sanguinary Discipline.

Lorewise, the "story" for this deployment is the Lt is leading his Scouts and comes across an enemy far stronger than his scouts can deal with, and so he calls for help from a friend in 1st company-- who answers rather authoritatively with a terminator deployment from the battle barge above. Lt can move around buffing the scout snipers and helping them out as they assault, letting them cause more wounds with their sniping than usual and punishing enemies for ignoring my terminators to go after my backline. The cap, lib, and chap all teleport in with the terminator squads and add their buffs and attacks to their assault. With this many CP, I can afford to reroll each of the terminator squads' charges on the first turn and still have some left over for clutch rolls, meaning hopefully at least one will make their charge.
