Slaanesh's birth, the creation of the Eye, and the claim it has on the souls of the Eldar are such a crucial aspect of the Eldar's culture and very existence that I imagine anyone who's spent a reasonable amount of time studying them would be aware of it, even if they don't necessarily accept it as true. I can only see a relatively small number of Imperials actually having the chance to study them, though. I'd say outside of the Inquisition (and even then maybe only the ordos Xenos and Malleus), a handful of sages, adepts, or members of the Mechanicus that study Xenos, and maybe a few Rouge Traders, it would not be common knowledge. I think you'd be more likely to find someone who knows about it the closer to the eye you get, though.
I don't think the Imperium has an official statement or anything that goes "The excesses of the deceitful Xenos known as the Eldar created a haven for traitors heretics". They're loathe to even acknowledge the existence of the Chaos Gods, daemons, and most xeno species to the average Imperial citizen.

OT, I suspect that the likes of Czevak and Draco are (/were, Draco being a webway ghost) of this, but as Reds said, Imperial policy since M30 has bee to conceal the very existence of....waiiit... how have you come to this knowledge?
