You need the Rulebook and the codex, before you do anything.
Right, on the miniature front. You will first need to decide which Regiment you want to collect, there are quite a few. i.e Cadians, Catachans, Steel legion, Mordian.......... there are a few.
Once you've decided, you will need to first buy a HQ Command squad. This will consist of an Officer and 4 other chappies. This will fill an HQ slot on the force organisation chart. For a legal game you will also need two troop choices. Two infantry platoons would fit the bill. Each one consists of 2- 5 infantry squads. Each platoon also needs a command squad.
When you have two infantry platoons and a command squad you will be ready for your first game.
Good luck, if there is anything I haven't made clear enough just say, I'm not very good at this type of thing!

Exactly as Mabus said, I suggest for a Starter set. if your going for Catachans
Rulebook and Codex, plus download a Catachan thing off a GW Website, I think its the US Website, Death World Veterans.
Also, buy a boxset of Twenty Catachan Troopers and a Blister pack of 2 Catachan Officers.
and get building, spraying, and painting.
And you have 2 Troops Choices and 2 Command Squads. Filling your minimum troop requirments.

Your welcome, there is a special Catachan Codex, you can use this OR you can use the normal Imperial guard codex, it's up to you. I recommend using the normal Imperial guard codex.

I recommend the normal IG codex over the Catachan Codex as well, at least in the beginning, since the Codex Catachan is really difficult to play with and you need quite a bit of terrain if it's supposed to work.

I agree, Catachan codex only works in jungle/forrest terrain

It works without or just a bit terrain of that sort as well, but it becomes much more difficult to win, since you lost your main weapon, the terrain...

Well if your starting I realy suggest Cadian(as basic guard). Catahcan are really quite advance and guard are already kinda hard to win with. But if you insist on catachan, then great. We have abother player! I suggest geting the codex's then thinking about what you want. Watch some games at your shop and get someone who playes guard to fill in the blanks.

To make things easier if you have the cash, buy the battle force box set. This is a good starting off point and you will have the basic beginnings of a good force.
If you don't have the money for that then I would suggest getting enough models to start in on a few patrol games. These are 400 point games and will give you the basic understanding on how to play a guard army. Where the weak points are and give you an idea of your play style. Just remember you can not take ogryn in on a patrol game.
If you have any questions you know you have brothers in arms here to help you out.

I pretty much agree with what everyone here said except to save a bit of cash or to add mobility to your guard army, instead of buying 2 platoons buy 1 platoon and another squad and a chimera which is easier and is what new people (like me) do. Heavy weapons platoons are a good choice, and they look really nice (especially the catachan ones!)
and like ssgtdude said if you have any questions you would like to ask please feel free to pm me or ask another person.
ps:welcome to the forum!

I would take a look at the doctrines if i were you. THere are hundreds of possibilites to what you want your army to look and feel like. If you were to create something like a grenadiers army, which is basically all stormtroopers as basic troops it wouldnt be wise to buy a box of cadian shock troops. up to you, and good luck!

the reason i didnt chose cadian was that its so common and most IG-players use them

That's fair enough, I'm not a fan of the bog standard Cadians. Although they can look nice if done correctly.

yeah, i thought about buying cadian troopers and paint them and maybe convert them to my own "snow guards". they are basicly made of skull white/scaly green armor and boots with bleached bone gun. all the skull marks and stuff are goblin green. perectly for battles in snowy and white areas but also fit in areas whit snow and mud/earth. think it will look nice. also i used the ineractive painting on uk.games-workshop.com/imperialguard/flash%2Dpainter/1/#47; and it looked pretty cool
