OK, we have a group of about eight guys that play, and one of them came up with a novel idea (in my mind)...
Using the codex for your army - put together the worst army list you can at 1000pts. The worst, the army that is a guaranteed EPIC FAIL. The one you would NEVER want to play, the troop types and models you NEVER field because they suck, or are so far over-pointed for their effectiveness, have such a limited application that 99% chance they never make their points back.
It has to be a legal army, with minimum 1HQ, 2TR, BUT ALSO at least one selection each in HV, FA & EL, so that all are represented (in a suck-@$$ way.) After those minimums, spend the remaining points where you feel they would make the loudest sucking noise....
Now here's the good part - - You and your opponent switch armies for the game.
He has to play your suck-@$$ list, and you have to play his. You still play to win, obviously, because you want to prove that even YOU could beat the worst list for your army ever created...

now just full up on guard platoons with nothing but lasguns.
alright just reread the rules.
HQ: JO with retinue. 4lasguns, laspistol and ccw Elites: Stormtroopers with 9 hellguns and one hell pistol and ccw Troops: 2 Platoons with nothing but lasguns HW: Heavy weapon platoon of 9 lascannons. Fast: Rough RIders without hunting lances

ya just add conscripts or make it a spical rule were the enemy is attacking a traing facility and switch the conscripts for normal gauards platoons

Nice try, but read again... neither of you quite get it... you have to have a minimum of 1HQ, 2TR, 1EL, 1HV, 1FA.

JO with retinue, One Troop Platoon : JO & 2 un-upgraded squads, One Conscript platoon @ 20 troops, One Techpriest w/1 tech servitor, Heavy Weapons Platoon: JO & 1 Mortar Squad, 5 Rough Riders: 2 with shotguns, three with lasguns.
now, points wise that list is, a mere 495 points! Were you thinking of any general point value for these lists?
Now the tactics:
Assuming the army that this list will be facing (and you in lead of) will be better in HtH then this guard list (the only power weapon in the list is on the Techpriest, who is conveniently in a squad with a Servitor, so he cant run and hide in the conscript squad). The Immediate goal is to Charge ASAP into the lines while whatever guns you do have pick off the command groups to break the leadership apart. If you can keep your units in HtH, it alleviates the threat from the mortars. There is also no armor save better then 5+, except the techpriest (3+). Use anti-tank weapons on him if you can. If you are Tau or Shooty Oriented, Hug cover and make the Guard come to you. The only weapons you should worry about are the Mortar (the only weapons over 24"!). Even the rough riders have a mishmosh of weapons so that the unit will never be 100% effective in shooting/charging. Any remaining points should be dumped into prohibitive wargear (two close combat weapons for officers, bionics, Medallion Crimson on a 1 wound model, etc)

For DH:
Inquisitor Lord

While that works for minimum, I’d sink the remaining points into a third & fourth Inquisitor, giving them all cc weapons and multiple daemon-only affecting psychic powers, fully tool out all of their Retinues for shooty but give them no ranged weapons or Warriors.
It just sucks that the only FA choice for Inquisition/DH is the Grey Knight teleport squad. Now if I went DH with IG allies, we could include all manner of strange points-hole stuff…

This is an army that has been surrounded and cut off from any supply lines. They've run out of ammo and are down to fighting with knives and broken bottles, trying to cover their only remaining piece of armour while a lone sentinel stalks the battlefield looking to avenge his fallen comrades and sell his life as dearly as possible.

The master vox is wasted because no other unit has a vox. Giving everyone two CC weapons (warrior weapons) forces the army to do what it's weakest at - Close Combat. SharpShooters just makes each unit more expensive as only the JO's have ranged weapons (3 Las Pistols) More so for the Vets as they waste their increased BS skill.
Sentinel - one sentinel won't last long and its weapons is pretty short ranged. Basilisk - I chose this because of it's weak armour and I've given it upgrades that'll be useless most of the time.
So a 1000pt IG army and the only ranged weapons are
1 Earthshaker cannon 1 Heavy Bolter 1 Heavy Flamer 3 Las pistols.

I would take a Griffon instead of the Basilisk but I didn't have that codex to hand when I made this list.

Hey - don't forget the FW Long Range Scanner, that's another HQ slot and a complete waste of 65 points if you slaved it to non-shooting units each turn...

docs Sharpshooters techpriest HQ JO + 4 guard. 1 lascannon 5 preists elite techpreist+ as many fixing servitors as poss (no vehicles, so.....) Fast 1 sentinel lascannon troops 1 inf platoon, CS (with lascannon) plus 2 squads with lots of greanades, no up grades 1 20 man conscript platoon Heavy CS plus 2 anit tank lascannon squads and 1 fire support autocannon squad. Attach a preist to every squad with a heavy weapon making them count as always moving makign them useless. Only weapons are lasguns and 1 lascannon on the sentinel. It is unlikely ur opponent is going to give u anything good, so the lascannon won't be much use anyway. does have a lot of troops tho

oooops prob should have checked b4 posting It did occur to me that once fired on they could take the preist as casualty any way, then start firing so maybe not the best option, but as tehy can't be attached anyway problem solved

i like those rules. since i collect tau, i think the HS would be hard to pick, because the only thing that isn't KICKASS would be the sniper drone team, but i would n't like my enemy having posession of an assload of snipers. nice rules though, i like them
