Everyone that can have it has Chem inhalers
Heroic Senior Officer with medic, Master Vox, Las cannon
Infantry HQ with medic and 3 plasma guns (great for slowing if not cripling a marine squad). They tool around in a chimera pack in with smoke launchers, xtra armor, Hull hvy bolter and turret multi las.
2 infantry squads, both with a vox, melta, missile launcher, light infantry
Conscripts x20 with 2 flamers and Independent commissar with a power weapon and auspex
Leman Russ Demolisher, Hull heavy bolter, side sponson multimeltas, and a really big gun
9 Rough Riders (I call them outriders), Vox, lances, Vet sgt with power weapon, melta bombs and that award giving him HSO stats.
I have some points floating and I usually get spot lights for me vehicles as they just seem to usefull.
Any ideas out there for this 1k army

Too small for 1k IG. You will in worst case even outnumbered by SM/CSM or Necrons and the other will outnumber you anytime. So my first actions would be kicking the HSO. A SO or perhaps even a JO is more then enough in these small games. Also the Chimera and the small Conscript platoon + ICom are useless. Save the points and put them in a Armoured Fist. Also the Death Riders aren't worth it in these small games. They die as fast as normal guardsmen and therefore are worthless. Points safed by this should be invested in a LR MBT. And forget the HI for the Deathrider Sgt way too expensive for his short lifetime. Also kick the Chem Inhalers, your army is too small for these technical crap (I'm generally against everything that makes your troops more expensive then they need to be). All the points you should left over after all the changes could be put into an additional infantry squad, 5 stormies with special weapons, a Hellhound or a third tank. (And no I did not mutate into a treadhead)

take the commisar out of the infantry platoon and use the points for an armoured fist squad your army has voxs so the HSO should give his ld to most of your army. the use the armoured fist squad to surrport your rough riders. Rough riders die when alone but if you have a tank rolling with it they surivie more (moving cover) other than that you should be fine
