Hey lsm, you are not an heretic ... just an old school player.
Once upon a time was the first edition of EPIC called "space marines" and in this game you could buy beastmens companies for your imperial regiments and those beastmen were quite efficient in close combat.

All this means is he will have plenty of reasons to go into battle against anybody, that is a good thing isnt it?
It might be harder to justify allies however.

Silversurfer there are little doctrines out there. One called Restricted Troops: Metahumans and the other one called Beastmen. The beastmen gets you really strong CC conscripts and they don't make you a heretic. Just HORNS ARE CHAOS!

So, yes horns are a sign of chaos, but this does not mean that everything with a horn is evil and should be killed. Many animals grow horns, most of which are actually non aggressive and dont eat meat, eg goats, bulls etc, it doesnt make them evil, its just part of the way they are built. I will say that horns and chaos are linked because large horns are a sign of dominance. This would explain why some chaos followers aspire to grow large horns, to show their dominance to the enemy.

I'd say there is a difference between 'animals' and humanoids growing horns. When I asked around in the locals stores what they'd think where to put beastmen with lasguns, hooves and horns, everyone pointed just said Chaos. I even found 2 players who actually use the Metahumans + Beastmen doctrines but no beastman there has horn or hooves. It just seems unnatural for an Imperium army to have people with horns in their army. And since many player value fluff really high here, I'm sure such an army would never ally with other Imperium and Eldar players here. Only with the others. That alos counts for me. Since I use Metahumans: Afriel Strain I normally stand on the evil side of the table as well....

Ok, the simple problem is: He needs beastmen for that. The ones in the Imperium are all without horns and hooves, because they get killed instantly because they see horns and hooves as mutations of the chaos. You should have read the article about metahumans in the imperium. The horns and hooves are mutations caused by contact with the chaos. This mainly happens in the Eye of Terror and that storm where the Red Corsairs are hiding. I see that an inquistor can hide some deamonhosts, but it will be difficult to hide an army of heavily mutated beastmen... Many planets (for example, the Warhammer world) are inhabited by abhumans who are basically beastmen. They worship the powers of Chaos because they are not accepted anywhere else. My Inquisitor found these beastmen on an otherwise uninhabited world where they fought against other tribes of beastmen who DO worship the powers of Chaos. These beastmen however dance naked around a totem of a crudely formed Aquila. Perhaps they were converted by a crash landed Imperial Missionary with a head wound? Either way, when my Inquisitor discovered them, and saw the fervor with which they fought against their evil bretheren, he took pity and could not destroy them. It's all in the story I'm never going to finish writing. I guess we fundamitally disagree on whether something is evil just because it has horns. Also, Chaos mutates. Horns and hooves are gifts of Chaos indeed, but the average cultist is as likely to grow a useless extra eye on his left buttock as he is to grow a pair of impressive horns. Beastmen are a species, not men mutated into beasts. Just my take on it. Love it! I really miss the days of beastmen, penal battalions, and human bombs in the IG. Just read the third Ultramarine book for ideas on extremes of redemption for evil looking beasties - I love it how everyone get's "holier than thou" about friggin horns or hooves. Who died and made us the arbiter of good and evil in 40k. Last time I checked, you read the fluff:
o Blood Angels are effectively vampires. o Dark Angels are you know what (and no the answer isn't gay - although it should be, they're so pretty!) o Ultramarine deviratives have got into ancestor worship and communing with the dead (the mortificators) o Inquisitors use and abuse deamons and "repentent" humans whereever they like. Abuse power ridiculously in the name of "the Emperor" - who they generally all play lip service too while defending and digging out his secrets. o SMurfs are weird (asexual fighting monkeys), the administratum spend the whole time being very odd (check out Blanche's piccies) and don't even get me started on the adeptus mechanicus.
When Guards or Smurfs can be turned by the powers of chaos in a number of insidious, obvious or dreadfully subtle ways do you really think we respect the authority of some pedantic nancy mincing through the hordes of 40k armies like an interior designer of the soul shouting "YOUR GOOD, nice uniform" - "OOOOoooo Horns and Hooves, Horns and hooves - you must be EVIL, bad goat, bad goat!!!"

I think that might be a little inapproppriate, given the current events with real 'human bombs'.
That being said, a demo charge man is basically just that.

that is all well and good, but I'd like to see him try to explain himself to his fellow inquisitors. well im sure this tome of ancient knowledge will let you forget this or these numerous although fake pics of you riding a keeper of secrets rod may help sway your decisions. point is that every member of the inquisistion has dirt on at least 10 other members. the only people who are the worst at being emperor bothers are the tallarns, commissars, and most of the church (at least on the out side), some secular space marines, grey knights and sisters.
