It really depends a lot on your ability to paint and build the models. Not to mention personal preference.
I have started in the hobby well before the modular piece guardsman and they were just a single molded figure. So, I am used to painting them that way. I also do a lot of larger scale (1/4 and 1/6 scale) figure modeling in resin and I do sub assembly builds for them.
It all truly depends on you and what you find easiest.

none of the above i paint on spure then glue and touch up, means that when i get bored and convert later, all spares are painted

The real dilema i am facing is that i can paint my models better using the second method, however to me it feel quite unrewarding to have models without any arms standing on the table. However if i build them first it feels like i am making progress but they are not at my highest degree that i could do.

I always paint using the second method. I am really picky about what is behind the gun/arms. This means I have to scrape a little paint away when I go to glue though. But I deal with it. It also helps when I convert to have the model mostly put together when I go to chop on the arms/gun.
I guess I just have issues with playing unpainted models. They look like crap. And I can't stand it when I miss a spot.

Building everything up first and painting then. Also helps me to get rid of all those nasty moldlines. Painting in sprues will always leave you with mold lines and partly assembly doesn't work for me, I tend to screw the paintjob up with glue from time to time

I build first and then paint and if some of the details on the chest dont get painted they are out of sight and out of mind.

I build my models first. Like Knight said glue can affect the paint. I always had the attitude that if the paintbrush can`t reach it, you`re not going to be able to see it.

I used to paint pre-assembly, but I found handling the tiny arms and guns a hassle. So I've come up with an 'out of sight, out of mind' approach.
My method- undercoat, basecoats, do the eyes, drybrush the pants/shirt, flesh wash and detail the face/hands, fix up the armor, boots, and gun. Base, move on to the next one.

I build then paint, Id just get frustrated trying to handle all those little parts, and i like to remove a descent amount of the mould lines.
With my IG im actually building a whole 1000point force before i even touch a paint brush. Then ill probably chain paint so they get done all to the same standard. I tend to get on a roll when i chain paint, i hate painting one miniature at a time, and it wastes so much paint for me because i work from a pallette not the bottles.

I fully assemble then paint I suppose its essayer for be because my troops have black fatigues (jackets and pants) the hardest part I must say is skin for me but i just got that down now 1 layer of scorched brown then immediately apply a layer of flesh and it looks top^^ then I just paint the gun and carapace then detail and vow la

I usually build them and then paint - then I can get a few playtest games in without consolidating squads and try out different combinations.

As has been said, if I can't reach it with a brush, you aren't going to see it well enough to complain. Besides, I'd lose the parts if I painted unassembled. That's how I roll...
