I heard that there were some Planetary Defense Forces rules that were released a while ago. I was just wondering if anyone knew where I could find them, or better yet, if they could help me get the info. Thanks!

No, its simply IG rules with some minor mods and the inclusion of Hive Gangers units. Basically, they are very similar to concripts.

They sound like very similar rules to the original cityfight army lists that turned up in one of my old Chaper Approved issues yonks ago, before Codex: Cityfight was out. In turn, the Hive Gangers in there were an awful lot like conscripts in the new codex. But like most old rulebooks, Codex Armageddon is available second hand from websites, conventions etc. I managed to pick up a copy of the original WH40K Rouge Trader rulebook signed by Rick Priestly for £5 at the last Partizan

Those units you're talking about in Codex Armageddon aren't PDF. They're just special regiments of Armageddon. The forces with Hive Gangers are the squads stationed in the cities, the realSteel Legion are the ones outside in the ashwastes. The Ork Hunters are those who hunted Orks in the jungles. None of them are PDF, just specialised troop parts of the Steel Legion which is Armageddon's army.

No, dude. Hive Gangers are a Troop choice for PDF. And I quote "Hive Gang Militia may be included in an Armegeddon Planetary Defence force (and only an Armegeddon Planetary Defense force)." They are listed under the PDF entry. It also lists other units which may not be included in the list (Ogryns, Ratlings, Rough Riders, etc.).
Steel Legion are in no way PDF. Steel Legion are Imperial Guard tithe Regiments which are raised specifically to be deployed offworld. PDF never leaves its homeworld.

I was only really after them for the heavy stubber stats/pt values for infantry. I wanted to try and throw some into my infantry and use them as "experimental rules" for my army to use with permission of my opponent.

They are same stats that are in the IG Codex. And as you can see, they suck compared to a HB and it would be better to take a HB.
