I have a IG army that does not require leadership, so my only problem is that no matter what role I give my HQ command squad, he fails(he usually doesn't die during the game, but he just never makes his points back(HSO)
I just dont want to give him a heavy weapon, because I want my officer to lead from the front(close to the front XD)
lately I have given him a storm bolter, and a power weapon, and had a squad of 4 grenade launchers with him......

what do you mean when you say your army does not require leadership? as far a special weapons go, maybe meltas or plasma guns.

lately I have given him a storm bolter, and a power weapon...... Storm Bolters are two handed weapons so he can't carry a power weapon as well.

Sure he can!
"...may have two weapons, of which only one may be two-handed" (Codex:IG, 34).
I used to use that squad setup. Its cheap and it does okay for close range fire support. I ended up dropping it though in favor of a counter assault. I've found that shooty Command Squads tend to be less useful then Close Combat Command Squads. With their short range, they tended to get assaulted anyway. I would say pick either ranged and get plasma guns and hunt Heavy infantry, Melta guns & a Chimera to hunt vehicles, or flamers and hide the squad in cover and strike out when necessary. Or go completely close combat oriented. Priest, Eviscerator, Fist or P Sword on the officer, LP/CCW on the rest of the squad, And always charging!

I always like my 2x plasma gun, medic, officer command squad. it's just good.
