I am an IG player and my friend has a chaos army and i cannot figure out how to get a decisive victory. I always have these really close battles that are decided by one or two dice rolls. I can win, but i want a big victory to get him to shut up about how his pathetic little khornies can match the might of the Imperium.

Good question. But from what you said already he enjoys beating you up with Berserks. Well the only effective way to deal with those guys with IG is to shoot them before they can reach your lines. And when you can't keep them from reaching you, sacrifice a squad or two to slow their advancing down a bit...
But the list would really help

you might need to take a stance where you remain on the offensive with the shooting. Movements should be used to draw him where you want him Move in a retreating motion to remain outside of his charge. If it comes up where he does charge a unit surround him with your other troops, but don't engage. Wait until it is time for you to just open up well within the shooting phase and lay continued fire into him He is no longer able to sweep into you troops after combat so use that in your favor.

Nothing ruins my day when I play chaos more than plasma.
Try giving him some units to kill, then rapid fire him after he destroys it.

After playing as Chaos against Imperial Guard, I can definitely say the thing that ruined my day the most was Russ and Basilisk templates. Chaos doesn't have super awesome long-range support the way Guard can have, so set up in the back of your deployment zone with some rocket teams, lascannon squads, Basilisks and Russes. Unless he likes deep striking a lot. Then space your stuff out so he can only hit one at a time. Your long range fire will ruin his day if you have enough of it.
Oh! And don't bother with grenade launchers or flamers or heavy bolters. If it isn't AP3 or lower, don't spend points on it. Those weapons just won't have an effect, even if their templates hit multiple people.
And rapid-firing lasguns probably won't help that much. Hitting on 4s, wounding on 5s, and him with a 3+ save on all of his models, any wounds you cause will be by extremely lucky rolls for you and very unlucky rolls for him. I've seen IG shoot at loyalist Marines, and I've seen them shoot at my Marines. Neither one really worked that well. The best thing you can do is make sure he demolishes your squad on his turn, so that when it's your turn you can hit him with a Russ pie-plate.

You can argue a lot over those statements. Many veterans swear on using heavy bolters and rapid fire lasguns against marines and especially terminators. As you get more shots that way and force the marines to take more saves. And more taken saves means more chances to fail their saves. Also more shots mean more chances for you to hit. Plasma, Meltas, and other high strength weapons have the disadvantage that they only have one shot and are therefore prone to missing thanks to the miserable BS of the guardsmen.
But I agree with the pieplates. They can ruin the day of chaos pretty fast

Plasma and Melta have their place. Specifically Stormies and Hardened Vets, and secondarily in your HSO /JO squads.

Leman Russ Demolisher. A detterant to any close-in attack. It's psychological value exceedes it's destructive capacity.
Regular russes: Tough as hell and a capable platform.
Demo charges: the ultimate in cheap counterassault. Sling one of these into an enemy unit, and watch the fireworks.
Precision: Take out the 'bad' units first. Go for termies with massed plasma. Havocs are best left to DS/infiltrating veterans or stormies, as are Predators. A defiler can be dealt with by melta-armed vets, as can terminators.

I used to play a Khorne army back in the day and I gave it up because it won too much and wasn't any fun to play. But I have to say the biggest downfall that a Khorne based army has (or at least a khorne unit) is that is is predictable. You know exactly where he is heading and why when they make their first move. Ive jammed Chimearas up against units like that to force them to march around them or waste valuable time climbing over the difficult terrain, clumping them up and providing a nice solid lump for your LRBT to thump. They also suck at holding objectives, which thank god 5th edition made more of a focus on the tactics end of the game instead of the just kill the hell out of stuff angle they adopted in previous editions.

How about quoting right in the first place? But well yeah there was a mistake in that. Of course Plasma has 2 shots but normally after the 2nd the guardsman with the plasma got fried. And I only know Plasma as rapid fire... and normally when you can rapid fire with the Plasma it is either too late or you're safe again for some time, which counts for lasguns as well. So my preferred weapons choice against marines is the heavy bolter....

Lazcannons work wonders too. Field two anti tank squads with three lazcannons each and put one in evey squad with a plasmagun. Even in a modest game you will have around 10 lazcannons every turn plus maybe a tank or two. If he leaves his bunkers just focus fire on his troops until they are a quivering mass of flesh.

I actually did that for no particular reason, just thought it would be funny! ;D
But as for what I use against marines and traitor marines - the plasma gun and the krak missile!
I know everyone always says "Protect your veterans! keep that at range!" and stuff like that, but when you think about it - guardsmen almost always get killed anyway, so why not load them out with 3 plasma guns and a plasma pistol with the rest as lasguns, deep strike them next to the biggest or otherwise most dangerous unit, and unload hell on them?
That's what I'm gonna try next time!

Khorne is easy to beat in way, u know there down fall they have to be close. Now on to a more pain for a great new for us chaos players. Nurgle lasguns wonding on 6, yeah and FNP. But AP 1 and 2 can hurt us, but there were a rhinos come in to play use them as moveing bunkers, or drop us in coever than yeah. Also with I3 some chose to assualt, but our blight grenads help us out. Also we carry two specail weapons per sq so if were in range ur in range. The pie plates are our biggest pain in the a**. So a nurgle can be very hard for IG to beat.

Chaos sucks. I'm sorry to be so rude (arrogant? ) but I rarely lose against chaos because they simply cannot compete: - Khorne berserkers in all their fancy close combatness, are still, at the end of the day, an MEQ with a 3+ save and only a single shot at 12". Units of guardsmen with plasma guns, Leman russ tanks, demolishers, lascannon and missile teams, and, needless to say, deep strikers with demo charges, all kill khorne bersekers just as easily as regular traitor marines or loyalist marines, yet, they're nearly twice the cost or more (I forget their points) - Slaanesh: Again, they're fast, they have decent ranged weapons, but a 3+ save and MEQ stats are not that great when you cost almost as much as a grey knight but killed a lot easier. Their guns are amazing (sonic weapons to the max. My friend annihilates my infantry with sonic cannons and the like but those weapons are no match for a pair of basilisk shots and an ass load of flashlights...um...flashes? - Tzeentch: now, this is where it gets tricky. Their basic gun ignores almost every save in the game (and ALL of the Imperial Guard's armour saves) and those 4+ invulnerable saves are nasty...but is it any better than a 4+ cover save? Not in my book, as I am always in cover with guard units anyway, and Tzeentch armies don't get flamers (except their psychic powers) and they don't outflank. By they time they're anywhere close to being able to harm me (gotta remember - slow and purposeful! ) I have whittled their numbers to nothing! Blast markers are the slayers of Tzeentch because a 4+ save is worse than a 3+ save, and you're gonna be making A LOT of them against an entrenched guard army. - Nurgle: possibly our most feared foe. FNP and T5 (T6 bikers! ) are really a pain in our side...but my 20 or so plasma guns got something to say about that. Ap1 and 2 ignore FNP, and in addition they get no 3+ save. We strike at the same time in CC with them, so all you gotta do is pump them with flashlights to soften them up (some more ) and then charge in with a command squad armed with a powerfist commie and laspistols + CCW's. I trump all over chaos. Their soldiers are too expensive, and they're killed to easily by massed fire power. Now black legion...that's where chaos really gets insane! I rarely defeat a black legion army because they have so many marines! They're like a marine horde army! While not as enticing, I'd play Black Legion if I ever played Chaos, which I won't because I am an Imperial Guardsman, and this is the Imperial Guard forum. Hello, how are you?

nothing like squads of 15 CSMs with 2 plasmaguns or flamers plus huge blocks of chaos havocs with 4 heavy bolters or missile launchers and lascannons plus a defiler, terminators, and a host of summoned daemons...that makes for one scary horde, throw in some bezerkers in a rhino to act as bait as your squads on foot manouver into position and you have pretty much what I use as my Black Legion army.
but loyalist marines are better in my opinion, for one thing alone... Chaos Marines Shall Know Fear, while thier loylist breathern do not.
and my games typically seem hinge on those morale rolls...

I hate to dissagree but.....i am. Even though i've kicked ASS against every army using IG i must say. With my game as Chaos Vs. IG (my friend just started) my Bezerkers went into combat in the 2nd turn (none of them had died in the shooting phase) they went in and went out just like that. No Storm Troopers lived. Too Easy. In that same phase my 2nd squad of bezerkers were in combat with 1 group of 20 guardsmen. In the first assulting phase 17 went down before they could even fight back (i think you can tell the outcome ) While my 2 other regular Chaos Space Marines were mowing Down the 2nd Guardsmen group (thank you unholy bolter ) with little resistance. Then Land Raider + 2 Twinlinked Lascannons Vs. Leman Russ = MAJOR DESTRUCTION! It was a mess for my friend throught the whole game. I won with the only deaths : 1 Biker, 2 Bezerkers. Him....He didnt quit fighting thus causing all of his units to go down.
