hi people just an idea i had, as in all wars throughout history enemy vehicles have been used by the other side.
what about the mighty guard any thoughts?

Um... no. For a few reasons:
Eldar: To complicated. Chaos: ... just no... Tau: To complicated. Orks: Only an ork can make it work... Necron: Can't be crewed. SM: Wouldnt let their vehicle be captured in the first place...
Plus, why would any right minded Emperor loving Imperial Guard commander ever want to crew one of these balsphemous (bar the SM's) races vehicles?

pretty much no. the inquisition would be on your arse quicker then ugly on ape.
ork vehicles can be used. they still have gas, shifts, steering wheel. even an ultramarine or was it a space wolf that drove a warbuggy in a race against the orks. no it was a space wolf. ragnar actually. he was to sneak into an ork base and kill the leader.
so yeah except for the most outrageous devices a human can use ork technology.
they still follow basic mechanics and meks know that.

There was a rule in WD that let you used enemy vehicles but at an extra 50% of the points cost. But I think this was way back in 3rd ed.

Whats the point? The russ can take anything in its class, and is the most cost-effective tank in 40K.

orks used to have the looted vehicle allowing you to take one heavy support choice from almost any list. somewhere on the internet existed looted carnifex. im going to go look for it now edit: found it

It'd be entertaining to give some of the other races a taste of their own medicine, but for fluff reasons, not likely to happen...

The carnifex and the wraithlord are both special. So special in fact, that I allocate no less than three heavy weapons teams to their destruction every turn.
