Along with my brother in arms, Carlgar, we have been trying to compile the best HQ and honour guard. I admit that I might be bit bias in believing that Blood Angels have the better honour guard, while he believes that his ultramarines honour guard squad would be the best.
Here is what I think would be the best:
Blood Angel Honour guard
Dante
Honour Guard -Jump Packs -Tech Adapt (Techmarine) -Company Champion -Battle standard( Blood Angel Standard w/ Dante) -Exsanguinator(Apothecary) -Flamer -2 power weapons -2 plasma pistols
The Jump packs give them speed to close the distance between squads, while Dante gives them better chances of doing damage with each attack: Death Mask- means that any enemy within 6 inches loses a weapon skill and Ballistic skill point
Inspiring- any friendly unit within 12 inches get preferred enemy anyone( AKA Dante points at that guy, and his squad has preferred enemy against him)
Blood Angels Standard- Rerolled failed moral or pinning tests to BA within 12 inches, and adds an additional attack to squad
Their armour is alright: Power armour for 4 marines, tech has artificer, Company champion has a combat shield, and Dante has artificer w/ iron halo. It means do not let them
Since BA are 4th edition the apothecary only saves a single wound not from instant death or close combat, but still worth having if the squad is caught in the open between assault.
Now I think the flamer is good for taking out a few units before assaulting the next turn.
Total 490.
Let me know what your thoughts of a better Honour Guard might be, and what your thoughts are of mine.
((The Blood Angel Codex is free through GW, so any posting BA points is allowed since they are visible to anyone(with Adobe, bastards)))

For the same points, my Black Templar friend can get the following: - Helbrecht
- Initiate (x10) w/ Terminator Honors
- Sergeant w/ Terminator Honors
- Flamer (x2)
- Apothecary
- Fighting Chapter Banner
- Neophytes (x5) (edited this in because I forgot that I included them before)
- Company Champion w/ Power Sword, Combat Shield, and Bolt Pistol
- Power Weapon (x2) [from having Terminator Honors on the Squad]
- Furious Charge for the Squad
When assaulting: Striking at I5 (I6 for Helbrecht, able to single out Dante since he's in IQ). The Death Mask shouldn't be a problem with Dante facing 6-8 attacks heading his way. The Emperor's Champion will have to be on the table somewhere, so the squad also has preferred enemy.

And for 405pts I can take this with Dark Angels:
Belial 5 Deathwing Terminators w/ Apothecary Deathwing Standard Terminator with Heavy Flamer
I can give these guys just about any weapon combination I want (and if my opponent decides to be nice I can use the extremely useful new Storm Shields).
I've now got a Fearless unit with 2+ saves and potentially (again with opponents permission) up to a 3+ (4+ without permission) Inv. save for the entire almost everyone.
I can drop in and Flame down most anything, then proceed in the next turn to flame it again before assaulting.
On Assault, I'm running 25 Power Fist Attacks. And ignoring one wound taken due to the Apothecary.
These boys are a tough nut to crack on a good day.

ULTRAMARINES:
-Marneus Calgar (in Armor of Antilochus of coarse)
Honor Guard: -Chapter Champion (with replacement combat blade and digital lasers) -5 Honor Guard Champion and 4 Honor Guard have relic blades, last Honor Guard carries Company Standard and power fist.

forgot to mention that my honor guard are not the typical models that come with calgar...4 of the honor guard are the captains that come in the box set so in addition to their relic blades one has a storm shield, one has a bolter, and the other has a power fist as well, the hammer just counts as a relic blade

Calgar's honor guard is three guys. He gets to take three squads of them, though.

But that becomes retardedly overpriced. For the points of those honor guards, I could field an entire army of guardsmen who could kill most of them.

the squad is 595 points, only 100 more than keeler and in my eyes if i threw them into a land raider it would be worth it to charge up in the redeemer doing god knows how much damage to your IG and then jumping them out into the meat of the rest of your army and going from there

I was unaware that the Chapter Champion doesn't get a combat shield. One demolisher round says, "Squad devastated."
No transports. This is about the squads. Also the relic blade/ccw combo is semi-wasted on the champion, as the relic blade is two handed.

We can get company champions? Since when? *scratches head, goes to look at the codex*. Or is that just from helbrecht? This is one thing I kind of miss about the third edition 'dexes and their ridiculous customizability was the ability to make some absolutely ridiculous hq choices. I wish I could take something like this against deathwing if I want to lose a friend: -Librarian with veil of time, iron halo and bolt pistol -Sergeant with lightning claws and combat shield -Sanguinary priest with lightning claws, exsanguinator and combat shield -8 marines, all with power weapons and two with plas pistols -termie honors -jump packs EDIT: Wow, I've played templars all these years and never noticed the company champion. Pretty obvious I've never actually used a command squad but prefer to run an assault squad, innit?

How do they not smell like over the top 3rd ed BA? I actually ran a cut-down version of that squad in a 1k game against some deathwing termie spam. I also played it for a lark once as kitted as I could get it. 8 lighting claw attacks, one veil of time'd librarian with 6 attacks with a force weapon, 2 plas pistols and 28 power weapon attacks are dead nasty. Also three characters with artificier armor and a decent invulnerable save to go with the sanguinary priest. It's insane. It can also easily break 1k points if you get out of control.

It's distressingly easy to break the points limit w/ BA... Did they get a 3rd ed codex? AoB has a 2nd ed one, I think.

I'm not sure whether it was actually written for third ed or was written during 2nd ed. I kinda got access to that one through the interactive army lists (still pissed they aren't updating them).
