GW is usually pretty good about keeping prices even across the board....
Im pretty sure that the Empire battalion is 105.... similar to the price of the guard battleforce.....

I'd advise you to get the new Battalion. The old one (meaning, the first one of 7th edition, not the 6th edition one) was utterly worthless, but the new one isn't too bad.
And some general advice on the Empire:
1. Don't use Arch Lectors on War Altars with Van Horstmann's Speculum. You make the rest of us look bad.
2. Don't use Karl Franz on a dragon, because it's utterly bizarre that he has one.
3. Don't use Swordsmen, use Halberdiers or Spearmen. DEFY GW'S ILLOGIC! Just because swords and shields are better than all other weapons in their little dreamworld doesn't mean we have to accept it.
4. Don't use 3-4 Great Cannons. You make the rest of us look bad.
5. Steam Tanks are 0-1, and may only be included in an army of 2500 pts or more. Because I say so. OR ELSE.
6. There are only two Arch Lectors in the whole of the Empire and they have better things to do than run around with your army, so if you want to use more than one for whatever reason, you should count them as experienced High Priests or something.
7. Actually, don't use the War Altar. It's Volkmar's. You don't steal from Volkmar. Not even if you're an Arch Lector.
8. Paint your Pistolier's armour as mostly leather, to make it at least appear like they're not wearing cuirassier half-plate, and so could remotely be considered to have light armour.
9. Mechanical horses? Repeating arquebuses with the same rate of fire as a repeating crossbow? Long-barrelled rifles with SCOPES? I don't think so. Defy GW's illogic. You know you want to.
10. Paint stubble on some of your soldiers. OR ELSE.
11. Refuse to fight Daemons of Chaos, Warriors of Chaos and Vampire Counts on account of being ridiculously overpowered. Probably goes for the new Lizardmen as well.
There you go.
Be a good boy and make me proud now.

Burn her as a witch as WoC are even worse than the old WoC codex that was in the WD once... Warriors and most of their stuff are normally horrilby overpriced for what they can do and most of the time you need to be really lucky or your stupid sorceror who has to accept every challenge (yes every hero or lord has to accept every challenge thrown at him and he always has to call one) most of the times your heroes get beaten by way stronger ones or by High Elves...

Find a sporting opponent who makes a logical, sensible army list that could've been seen on a real life battlefield. Preferably Empire, High Elves or Bretonnia. Then fight them. Without them abusing certain horribly unrealistic and illogical combos, magic items and other things that should burn and die. In that occasion I'd think WoC are probably fair. I mean, the old Hordes of Chaos weren't -completely- useless. Sure they were the worst team in the game, but you could still use them. And WoC are only better in all aspects as far as I know. Though I apologise on calling them overpowered, I've heard from several people that they're actually fairly balanced. While I usually don't believe anything someone who accepts their opponents using illogical army lists and models tells me, a few of them is nearly enough to convince me.

To build an army on a budget you need to it piecemail. Start with 2-3 regiments as a base every week or so add another one. It is the way to go. Try to build/plan in increments of 250 points.

Find a sporting opponent who makes a logical, sensible army list that could've been seen on a real life battlefield. Preferably Empire, High Elves or Bretonnia. Really? It can't be just my gaming group that has simply horrible High Elf lists. Last game I played I took a nice balanced assaulty list. You know, archers, swordsmen, halberdiers. Only two black powder weapons in the entire list, a pair of galloper guns. What am I faced with? 4 white lion chariots, Korhil, a block of swordsmasters, four rbts, shadow warriors, kitted mages and two minmum units of archers. This particular oppenent will be getting a gunline next game. Sorry for the OT rant, but it aways seems to be the Elves that make the most illogical and annoying lists in my experience. Back on topic, have a look at the various tactica out there before you start buying models. The Empire can field an army for nearly every occasion, from fully mounted knight armies, to infantry based mass blocks. Find a theme you like the look of before you start investing. Edit - Whooops, threadomancy. Sorry guys, it was the third from the top, thought I was safe.

No worries, I will always reply to anything WHFB related. I know that High Elf players tend to be like that (add a Star Dragon and it looks even more charming). And slightly odd in general... According to a good friend of mine, the people on the Asur forum are either neo-nazis (white power, superior race), radical christians (the "good" race") or powergamers (who just like cheese). My brother is the only decent HE player I've met, frankly. But you can still make a nice looking HE list if you want to, unlike some army lists (Vampire frakking Counts for example) it doesn't actively force you to be overpowered.

My store is doing a 100 point hero with no magic items campaign, you gain gold and xp based on fractions of points values that you kill.
I'm going with an empire captain.
Already got my empire army planned out, line troops will be halberdiers and spearmen with lots of handgunner detatchments. Then one unit of greatswords and pistoliers and artillery. more in the style of an early rennaisance army. I might take a unit of knights somewhere but i haven't decided if it'll fit the character i really wanted to do my army based on a european style post knightly-orders dominion in warfare, although they did still exist but more minorly so maybe on unit of knights, but not inner circle.
