I take a Daemon Hunters inquisitor and two mystics as allies in my Imperial Guard army. If an enemy model deep strikes behind one of my Leman Russes within 4d6 of the inquisitor, can the LR turn around to take a shot at the enemy or can it just turn its turret?

Just the turret. Tanks work a little differently then other unit types; the 5th ed rulebook says that you needn't face infantry models at their targets (but it is dramatic and cool to do so). The facing of tanks is important as it dictates LoS and what armor facing enemies roll against.
Therefore, the rotating turret IS able to turn and fire upon the deep strikers the sponson and hull mounted weapons however are NOT.
You can never rotate a vehicle in the shooting phase (barring some psychic powers).
