will it be to take only scouts for a space marine army?
I will give them all camo-cloaks and make a city fight kind of army. also a lot of land speeder storms, and scout bikes
(what is a great HQ for this army)

Well, the land raider is the only real tank marines get.
Remember, it's not a tank unless it has AV14 somewhere.
Storms, regular speeders, and maybe a whirlwind. But that's not very fluffy... You'll be spending enough points on your other stuff that you don't have to worry about tanks.

If you are starting an army the first thing you want is two troops and an HQ
so buy another box of scouts and some sort of commander.

carn or shrike i beleive are the characters of choice for scout armies. or take a master of the forge see below.
it is doable, and certainly fun to play, but not forgiving, and they are v tough to use.
bear in mind that by adding camo to every scout........ they just cost u the same as a tac marine, but ur paying for ur upgrades, so they arent all that cost effective any more. I'd advise agasint taking camo on every one.
do take telion in a squad.
on the use of camo. if u take a MOF as ur HQ, u can bolster some terrain. now add a scout squad with camo cloaks with snipers and a missile launcher, maybe telion as well. u now have a squad with a 2 up cover save. just dont let a heavy flamer anywhere near u.
head over to bolter and chainsword for a full article on scout only SMURF armies. it is interesting and well written by a guy doing just what u want.
remember that scouts could call in support from any other marine units, in fact that may even be why they are there in the first place, so dont feel u HAVE to be limited to scout only things, but of course then, ur not being a scout only list.
I take lots of scouts and telehomers to bring in the terminators as back up.
scout lists are cool, but i suspect after a few games, u'll want a tac squad..........

what do you think about Captain Sicarius, I may use his leadership, re-roll seize initiative and boost one tactical with infiltrate (would be my HQ scout for Captain Sicarius).
one problem I doesn't play ultramarines But I can say the scouts wear their jungle armour (catachan green), and for the tactical I can paint one shoulder in ultramarine coulour.
what does you think?

You could just use the commander to represent someone else, it doesn't HAVE to be the Ultramarines.

for the chapter name what does you think of the calth scouts? It is next to macragge so sicarius, could fit. (fluff-wise) the ultramarines get recruits from there so, scout for the win.

the codex does say u can use any character in other armies, just change the name. many people dont like it, but hey, they even say u can in teh dex so not a problem......
