dude, this is a hard one! hmm. well all things being equal (average amount of terrain, vs an average opponent with no tendencies, counting on playing a mission for the battle and not a kill-em-up-good type fight, etc) my choice would have to be cameleoline. chem inhalers or 'no special equipment' would come in close second.
my reasoning:
chem inhalers - guard is good, fearless guard is great. 2nd place due to the die-hards doctrine being there.
cameleoline - this wins because guard typically likes cover and this makes guard in cover better. the challenge would be keeping an offensive feel, but grenadiers would take care of that really quick without wasting points on cameleoline for units who're there to move in the open.
carapace armor - why do this when you can do grenadiers? much easier as far as modelling to just go with grenadiers too.
cyber enhancements - too spendy for what it does
warrior weapons - would be really cool, but that's alot of bits orders and in the end, all your dudes look reallyreally alike (if you just use cadian models). still, I'd really like to make a motley army that really leans on the whole diversity theme of the IG and has carapace armor and warrior weapons. IG in all kinds of different heavy armor with laspistols and hand weapon of all different shapes and sizes, tied together with a common theme. would be so cool! still, this is a really specific application, so I didn't pick it as my choice.

Chem Inhalers. Simple and easy; it's the only Special Equipment avaliable to Stormtroopers & Grenadiers. Close second: Carapace Armor. ('Cause your Regimental Command Platoon wants a 4+ save too)

I'm not certain that stormtroopers and grenadiers can benefit from ANY of the doctrines as they're not 'guard infantry.'

Stormtroopers and Grenadiers benifit from any Doctrine that does not specifically state that it only affects Guard Infantry No-where in the general description of Special Equipment, or specifically in Chem-Inhalers, does it use those two hateful words.

lol carapace all the way okay so it chews up ya points but if you got to run your troops threw open ground between cover it is a troop saver

I like the grenadier doctrine AKA 'carapace armor where neccessary' it's a pointsaver and comes with a 'free grenades with purchase of BS4' coupon

I rekon camoline nothing like hiding and pickin off ur enemy as they approach with a good cover save especialy when the other armies got ordinance
