Sorry in advance if this has been covered elsewhere, but I was wondering if we are actually getting them anytime soon. I remember a lot of talk about getting them with the new codex, which has come and gone. I have hopes for some with spearhead. Just wondering, as I love them but hate the price tag.

No. There was talk of more tallarns, but no sign of any action. Plastic stormies would be so great, and they would also double over as Arbites with a simple alternative set of shotgun arms and heads. One for the far future.

I saw greens a while ago for what looked like a newer version of plastic stormies with berets being brought back as the headgear. Who knows how long it would take such a thing to hit shelves. How long have they said the DE are 'in development?'

Anyway...apparently they'll be slow feeding us more tanks...
and we'll probably see plastic Stormtroopers some time before any of those other things you mentioned.

Plastic Tallarns, DKOK, Commissars and Psykers - very unlikely. If for no other reasons than the demand is not high enough/they are forgeworld/etc.
Plastic Stormies? would be nice, and there certainly were some greens of new ones (not confirmed if they were for plastic production though)... They'd also have a use as carapace vets... But I certainly wouldn't expect it anytime soon. Ymmot is closer to the truth - more tanks coming soon and steadily...

There has been pics of tallarn greens, so there just might be a little more truth to that rumour.

Also, I noticed that the Tallarn, Mordians, Steel Legion, Valhallans and Vostroyans are back on the GW site, resplendent in metal as always. With any luck, they'll all eventually become plastic.

I'd really love to see some more of the armies getting the plastic treatment, I'd have put money onto the Steel Legion with all the armor love that's been going around lately. A good mechanized army to go with all those new tanks could have had a lot of players, myself included, tempted enough to convert to the Steel Legion troops.
Still, I'd like to see a plastic version of storm troopers, much, much easier to convert to something, and the interchangeable parts on all the different boxes are a wonderful thing for really personalizing an army.

- Combination kit with greatcoat bodies, probably with Kantrael pattern lasguns (sorry Steel Legion), with two different types of heads to make Steel Legionnaires or Valhallans, or just your general awesome greatcoat guardsmen. If there are two things in this world that sells beyond nudity and violence, it's greatcoats and gasmasks. Could impact Death Korps sales though, and it's unlikely that they'd ever be made plastic and included in this kit, so it's probably not going to happen.
- Combination kit with lightly armoured, fancy bodies. Kantrael lasguns again I'd guess. Heads to make them into Mordians, Praetorians (unlikely) or other snazzboys such as Terrax Guard. This kit is more unlikely than the first, I don't think Mordians are as popular and Praetorians certainly aren't, and there isn't many other popular regiments that use dress-up uniforms.
Tallarns are rather unlikely as they can't really include anything else in the box with them, at least none of the famous regiments. Also with combination boxes the famous regiments won't look -just- as unique as they should, but it's still worth it and probably a more realistic wish than just simple boxes with plastic copies of the current metal ones.
In any case, some kind of alternative plastic Guardsmen would probably make them a lot of money. Guard players uses a lot of guys, and with the popularity of Veteran armies I'd guess that having something different or mixing in bits would be a nice thought. Especially for normal players as with 100 guardsmen... some people might want some variety. Catachans exist, but seems to be mostly laughed at, which is understandable even if I like them.

that would be great if they did plastic Mordians but in carapace armor, then you would have easy commissars in 'pace.

I have a (somewhat odd it would seem) preferance for the odler stormtroopers (the ones featured in the WH/DH codex). Something about the Kasrkin models just doesn't do it for me as Stormtroopers... maybe I just see them more as Grenadiers? I'd love it if the rumours about the new stormies being useable as Arbites were true... I'd have no choice but to start an arbite patrol (ofcourse I've also promised Req I'd do a Squat force... grrr damn you Req )
