They don't look like imperial guard troops.

They are Dark Elf Cavalry from the fantasy range.

That they are. Cold ones. They've had the helmets shaved down, and some more de-elfification on the way.
Because: 1. I wasn't going to get metal rough riders. 2. If I was going fantasy, I may as well get something awesome.

They are Dark Elf Cavalry from the fantasy range. I KNOW WHAT THEY ARE! Don't insult my intelligenceGoing for something more awesome? I'm just wondering how they'll fit in with the rest of the army. The other guys you have pictured don't look as dark-ages as those knights. I think they'll look seriously out of place without some conversion work.

Well, that's why they're still WIP. I also have some fluff for the look of the armor. It's slightly heretical, but the Odros stationed on the planet didn't say anything...

Don't insult my intelligence Well Sorry but as you asked if they were Rough Riders or counts as on the page before i think my response was more than suitable, and in no way insulting. But if you want to take it that way, be my guest, no skin off my nose.

The history of dinosaur riding predates imperial discovery of the planet, it is a privileged tradition of the nobility who still to this day go to war armed and armored in the traditional tools of battle.
There...I just made up a fluffy justification. (and Req is welcome to use it!)

Not that part of it, no.
Man, you people are really antsy about this. I even said I was going to do this for at least a month before those pics were on here. Fine.
The rough riders of Tellius ride these reptiles (name later, when I find something cool) that are native to the world, since horses don't do too well in the winter climate and deep snow and such. The armor is a modified wind rider carapace, modeled after the thinner, yet equally effective captured eldar (and dark eldar) armor (don't tell anyone). The young people start in either the infantry corps or the cavalry corps, so these will all be adolescents. The beasts don't like to travel through space, and that's what makes them angry enough to be war mounts; back home, they're usually docile and domesticated.
If I feel like it, I'll add more.

Maybe a skull instead? Or an aquila with shortened wings?

I was thinking a sideways aquila, but I could try for something else that's Imperial...

Sideways might work, is probably going to look slightly odd though. Try it out and see what you can make of it.
Also, this is my 1000nd post.
GROWL.

The armor is a modified wind rider carapace, modeled after the thinner, yet equally effective captured eldar (and dark eldar) armor (don't tell anyone). The Dark Eldar must have been discarding their armour en mass as part of a protest to GW to UPDATE their miniatures! If you want the rough riders to look like dark elves, then why not have other units looking like them too? Use corsair bits to make special ninja-stormtroopers, have the officers dressed in spiky breastplates. That's the only thing I can think of that would make these dark elves not look totally transplanted into an otherwise untouched guard force.

That's not a bad idea...
Edit: That actually sounds like a lot of work, after I thought about it.
When I finish these, look at them, and tell me if they're really that different. I mean, they'll seem different enough just from being mounted. Some fancier armor wouldn't hurt them.
