But in the fluff, the heavy bolter isn't commonly seen in Imperial Guard armies Notice in the books that most support weapons used by guard regiments is the autocannon and missile launcher. Heavy bolters should have been a space marine weapon from the start. We shouldn't even have access to it, in my humble opinion, but it's been so long since we've had them, that GW will never take them away now. Instead of the heavy bolter, we should have heavy stubbers. Or maybe a heavy stubber that fires 4 times instead of 3 times, to make it fair and worth the points.

As much as I love Mr Abnett's stuff, he's not the be all and end all when it comes to the Guard. IG have been packing heavy bolters since the RT days - I seem to remember the first guard plastics came with heavy bolters as support weapons. Just because the Tanith don't use them, doesn't mean every other regiment shouldn't. The reason Smurfs think bolters are holy is because some of the ones their carrying have seen action since the Great Crusade. I doubt the IG's weapons have such a pedigree.

In some of the fluff, human-usable bolt weapons are mass-produced, but they aren't reliable or safe to use...

no bolters? can vets in the command squad take them? if not... there goes 2 of my 4 command squads... no 3, as there are no stormbolters. I own a SINGLE heavy bolter. I would actually prefer Heavy Stubbers, and have made a heavy stubber weapon team, and have a Guardsman with a heavy stubber for my kill-team. (he's hardcore like that. "Orks? No support teams? No problem.") Sergeants can have POWER WEAPONS! *flails and then proceeds to faint* AND PLASMA PISTOLS! HERESY! The Machine God will have GWs head for this Heavy bolters do seem a tad bit much for guard...

While I understand the difference between laptop and desktop costs(bolter & heavy bolter), IG uses typewriters and File drawers, which is what my point really is(not to mention nearly every vehicle in the guard has heavy bolters). Either way I believe you'll have to agree that there are a lot of fluff issues here. I agree with Aeon on this; we should have something similar to the bolter but with different background, heavy stubbers or something or have better access to bolter technology as an option.
Yes, Common Sergeants having access to something as rare and dangerous as a plasma pistol but not to boltguns or even plain lasguns is plain weird...
