Because they don't use rocket launchers in the tabletop game. They don't have ACCESS to them.
The only missile launcher in-game available to the Sororitas is the Exorcist Missile Launcher, which is of course attatched to the Exorcist tank. Sorortias squads have this available to them:
-- Special: Storm Bolters, Flamers, Meltaguns, Twin-linked Hand Flamers, Twin-linked Inferno Pistols -- Heavy: Heavy Flamer, Heavy Bolter, Multi-Melta
Albeit, not every squad has access to everyone one of these (such as the pistols being only available to Seraphim, and Battle Sisters only having heavy flamers as heavy weapons).

but...
heavy flamers are assault weapons... but... that is just me being a nitpicky...
(just remember that you can always move/fire/assault with your heavy flamers!)
no rockets because they believe bolters,melta,and fire to be the most sacred weapons of humanity.

Plenty of other good wargear suggestions as well.
Cage of Condemnation: Wargear for the Penitent Engine. Removes the Open Topped rule, and adds the Psychic Abomination rule (see the Culexis Assassin).
Change Sarissas to: Allows all Sisters with bolters in that squad to re-roll their to-wound rolls in assaults, including attack bonuses from charging. (Sarissas currently are only equppable by squad sergeants, and re-roll only the initial attack; this would make them available to squads and more useful as well).

Also other ideas... add the following options to Celestians:
Celestians have bolter and bolt pistol, frag/krak nades. Squad may replace bolter with close combat weapon.
One sororitas may be purchased to be a Sister Hospitaler. Squad gains FNP. (30 pts)
Add the following special/heavy weapons options, replacing the bolter/close combat weapon. Squad may purchase one special weapon for each three members in the squad. The squad may also purchase one heavy weapon.
As Special Weapon: -- Brazier of Holy Fire: 10 Pts -- Neural Whips: 15 Pts -- Power Stake: 15 Pts -- Power Weapon: 10 Pts As heavy weapon: -- Blazing Maul: 25 Pts -- Eviscerator: 25 Pts
Blazing Maul: Two-handed, power weapon, Poisoned (3+), adds +1 Strength to armour penetration rolls. Envision a massive two-handed mace with a head that glows white hot from pure heat.
Yes, I've done a lot of work on a home-grown temp codex to use in lieu of a fourth (and now fifth) edition codex. Mostly as a means to keep an idle mind busy.

I never caught that the squad could not equip them too! I guess the idea of not equipping them on a whole squad is so ridiculous to me... I guess I have to call shenanigans on myself...

Yes, that was a rather moronic omission by GW, wasn't it?
It SHOULD be a 1pt per model upgrade to the squad, not a five point upgrade to the veteran sergeant.

I thought that any battle sister w/ a bolter could take it for five points. Now that I look at it, it's really weird -- even the celestians can't have it in the squad... I have to re-do every SoB list I ever made... I was trying to take advantage of the holy hatred + sarissa...

The WH and SoB are so out of the loop with the new rules that they simply feel awkward on the table. The wonderful news is, as Melissia's contributions have shown, is that the army has great potential. If it could find a stream lined and effective niche on the table top to match its glorious fluff I am sure GW would see their sales for the army sky rocket.
