Define scanner.
There are very few models that have anything equivalent. I can only think of a single unit, present in both the WH/DH codices, that has something similar to the scanners-- Inquisitorial Stormtroopers and their targeters. Auspices (the plural of Auspex) are pretty much being taken out of codices.

Assuming you mean: Radar, Bionic eyes, items which grant infrared vision, and... scopes?
"Radar" is not present in 40K except in very few units (see Damocles Command Rhino) "Bionic Eyes" that are designed to detect hidden objects are present in only a few older codices in the form of the Auspex. "Scopes" by themselves wouldn't provide any real ability to detect anything.
As for infrared vision? Any unit with power armor has that ability in their helmets (Sisters, Marines), making this ability entirelly useless against them. And Ork Lootaboyz also often have this (They call them "Gitfindaz"), same with Flashgitz. And Eldar probably have them in all their helmets.
You must be willing to sacrifice some background for playability.

Except not. Eldar are far bigger [bleep]holes than Elves are. Orks are far more war-loving and, oddly enough, far more intelligent than Orcs are. There's no Sisters of Battle equivalent in WFB, or Tau for that matter. There's no skaven or lizardfolk. Necrons are nowhere near equivalent to the "closest" WFB thing, Tomb Kings.
All in all, 40K is definitely drifting further away from WFB.

I would have to agree that there are some parallels, but overall, the two are very different, especially in terms of gameplay.
I didn't think anyone would actually take the "Space Skaven" suggestion seriously.
Honestly, I don't think there needs to be a new race, when there are already several (Daemonhunters, Eldar, Necrons) that so few people play.

Well, that's not entirely true. If you consider the general play style, Tau are similar to Wood Elves in that they are fast and hit hard from a range.

Eldar= High Elves Dark eldar= Dark Elves IG= Empire SM= Bretonians Necrons=Skeletons (combined the two together) tau= Wood Elves in style of play Chaos=Chaos I think theres enough of a connection to connect the dots if you ask me... You must always remember Warhammer Fantasy came first many years before 40k... 40k was for all intensive purposes fantasy in space. at least thats what it was in rouge trader days... ah the good ol'days.... I miss beastmen fighting for the Emperor

All in all, 40K is definitely drifting further away from WFB. Which is good. While there are bound to be some similarities due to theme issues, these are different games and should stay like that. Now, if only the rest of said "similarities"(ratlings = halflings, ogryns = ogres, rough riders...) were to be replaced with more logical equivalents(for example dedicated sniper teams, heavy battle armor mechs and bikers/recon buggie squadrons), that would be a dream come true.

But eh, I like bikers too. Someday I hope for Sororitas bikers, who use storm bolters and twin-linked flamers (or heavy flamers), which can be replaced with TLmeltaguns/TLmultimeltas at a price.
