My vote is for Hardened Vets, get the Vetrans Docterine, and Carpace armor, sure you lose the Helguns AP, but if you are using the full 3 special weapons, and 1 Heavy Weapon pick, then you won't really notice. It adds up to 3 squads of Stormies with Missle launchers or autocannons. Also you get infiltrate at no cost.

Stormtroopers... I've seen mine kill a Blood thirster, a squad of Chaos Assault Marines, and a few firewarrior squads (in a single rapid fire tap each time!)

My main reason I prefer my vet's is that they have flexibility, though I do use stromtroopers as a objective-grabbing and holding squad.
A new project: The nine stormtrooper-squad army. Doctrines: Stormtroopers, grenaniders, carapace armour, chem-inhalers, special weapons squad.
HQ: Command squad, and two special weapons squads with carapce armour, demo-charges and enough special weapons to hold off the golden horde. Troops: 3 Grenanider squads with chem-inhalers, spec weapons(line-infantry) and chimarae , 3 more Inquisitorial stormtrooper (assault teams) with sergants with lightning claw, special weapons and rhino transports Elites: 3 stormtrooper squads with deepstrike, chem-inhalers and special weapons (objective grabbers)

For me its the hardened vets. More punch than the stormtroopers and endless conversion possibilities.
Stormtroopers are a very close second though.

Hmm, vets are cool. Very fun to convert into combat engineers and form them into super elites. I love em...not as much as commissars...but...y'know...

I still say the only way to form combat engineers is the special weapons squads doctrine...
I tried out using some stormtroopers today. Went well enough, they held the objective for three turns and I won the game... I still prefer my hardened vets though.
